Once you buy your aquarium, gravel, and rocks you should rinse all of them out thourghly.
After you rinse it all out you should put your gravel and rocks into your aquarium in any fasion you wish. Make sure your turtle has a little bit of land to sun bathe in (unless you have a sea turtle) so that its shell doesn't get soft. After you do all of that make sure its in a sunny place or have a light shining on your turtle.
